Our Mission

To have Citizen participation in planning for events that could affect our communities in Roosevelt County.  The local LEPC contributes to help shaping a response plan that can help mitigate hazardous events.


It’s important to us to be as clear about what we do as the water we provide communities in need. This list details a majority of our recent initiatives that we need your participation in.

The Lives We Impact

Hi, my name is Keith Wattenbarger I arrived in Portales, NM in 1983 to play football at ENMU.  30 plus years later Portales remains my home. and I am the Emergency Manager for the City of Portales/Roosevelt County.  I have served in this capacity since March of 2007 and have been involved in public service since 1989 beginning as a Corrections Officer and serving since as a Police Officer, Probation Parole Officer, Communications Officer, Emergency Manager, Volunteer Firefighter, and 9-1-1 Coordinator.

It has been my pleasure to serve at the local, county and state levels in these various capacities for the Citizens of Roosevelt and Curry Counties.

The RCLEPC is involved in projects like promoting  Amateur Radios Operators to assist during events that require volunteers to assist first responders.
